RESPECTFULLY REQUESTING THE HONORABLE LEANDRO B. YAÑGOT, JR., CITY COUNCILOR OF BAGUIO TO FUND FROM HIS LOCAL DEVELOPMENT FUND AN AMOUNT OF ONE HUNDRED FIFTY THOUSAND PESOS (Php 150,000.00) FOR THE CONSTRUCTION OF ALLEY STAIRS WITH RAILINGS AT LAMPAC TO ORTIZ ALLEY, PUROK 2, LOWER QUIRINO HILL, BAGUIO CITY.
WHEREAS, the Lower Quirino Hill Barangay has an existing alley from Lampac to Ortiz residence at Purok 2 of this barangay, however, said alley is not used due to the absence of stairs and railings;
WHEREAS, the barangay council identified said project in order to better serve and create an accessible pathway the constituents of the barangay especially to Purok 2 residents;
WHEREAS, said project is a priority project of this barangay, however it cannot be realized due to insufficient funds;
WHEREAS, as there is no appropriation for this project, the Sangguniang Barangay resolved of seeking the assistance of City Offcials of Baguio;
NOW THEREFORE , on motion of all, duly seconded, be it.

WHEREAS, the Lower Quirino Hill Barangay has an existing stage which was constructed in the 1980s and has not been funded and improved for years. It is already in a state of dilapidation and needs improvement;
WHEREAS, the barangay council is planning to repaint, install electric fixtures and construct roll-up doors in order to use the stage as stage, temporary storage area, and extra area as evacuation center;
WHEREAS, said project is a priority project of this barangay, however it cannot be realized due to insufficient funds;
WHEREAS, as there is no appropriation for this project, the Sangguniang Barangay resolved of seeking the assistance of City Officials of Baguio;

WHEREAS, the Lower Quirino Hill Barangay has an existing Barangay Hall with a total area of Thirty Two (32) Square Meters. Said barangay hall is planned by the barangay council to be converted into a livelihood center as soon as the new barangay hall will be finished. Said area cannot serve its function as barangay hall due to its limited space;
WHEREAS, said project is a priority project of this barangay, however it cannot be realized due to insufficient funds;
WHEREAS, as there is no appropriation for this project, the Sangguniang Barangay resolved of seeking the assistance of Officials of Baguio;
NOW THEREFORE , on motion of all, duly seconded, be it.

WHEREAS, Hon. Naty N. Pumihic, senior citizen association President of Lower Quirino Hill and likewise an incumbent Barangay Kagawad of Lower Quirino Hill Barangay was awarded as one of the Outstanding Senior Citizen Achievers Awardee (OSCAA) of the City Baguio for the year 2014;
WHEREAS, Hon. Pumihic, through the years of being a member of the senior citizen association, exerted utmost efforts in helping the creation of the association in 1997, contributing much in its development and growth as a successful organization, the empowerment of itsofficials and displayed nationalism worthy for emulation;
WHEREAS, it was the first time in the history of Lower Quirino Hill that a senior member was awarded in the OSCAA;

WHEREAS, the Program of Works / Plans of work was already finished however the rooftop was already programmed to be closed ;
WHEREAS, there is a need change the plans specifically to open the rooftop and make it as an open roof deck to be used as drying area and additional space ;

DICANG, PUNONG BARANGAY OF LOWER QUIRINO HILL TO SIGN IN BEHALF, BE THE SOLE REPRESENTATIVE OF THE BARANGAY IN THE APPLICATION FOR SOLICITATION PERMIT WITH THE OFFICE OF THE CITY SOCIAL WELFARE AND DEVELOPMENT IN RELATION TO THE FUND RAISING CAMPAIGN OF THE BARANGAY ON THE REHABILITATION OF BARANGAY HALL BASEMENT TO BE USED AS BARANGAY LIVELIHOOD CENTER.
WHEREAS, by virtue of Resolution Numbered 38, Series of 2014, the Sangguniang Barangay approves this resolution to be able to process for the application of the Barangay with the Office of the City Social Welfare and Development for Solicitation Permit;
WHEREAS, each and every one of the officials pledge to assume full responsibility for all contributions and funds received. That we will limit the administrative expenses incident in the holding of the fund drive to no more than fifteen percent(15%) of the gross income and/or the balance of the eighty-five percent (85%) to be appropriated for the said project. In case funds are raised solely through voluntary contributions, administrative expenses shall be limited to ten percent (10%) of the total collection;
WHEREAS, no person involved in the fund raising shall get any share from the proceeds to be derived there from and that only lawful means shall be employed during the fund drive;

EXPRESSING COMMENDATION AND CONGRATULATIONS TO EDUARD AUNG C. KYU, FORMER SOCIAL WORK FIELD PRACTIONER OF LOWER QUIRINO HILL BARANGAY FOR PASSING THE 2014 LICENSURE EXAMINATION FOR SOCIAL WORKERS.
WHEREAS, Mr. Eduard Aung C. Kyu, a social work graduate of the International Christian Colleges was assigned as Social Work Field Practitioner at Lower Quirino Hill Barangay from December 2013 to March 2014;
WHEREAS, during his practicum in said barangay, he exerted utmost efforts in helping the new administration in organizing its basic special bodies, contributing much in the empowerment of the barangay officials and displayed nationalism worthy for emulation;
WHEREAS, Mr. Kyu was one of the passers during the 2014 licensure examination for Social Workers held on June 2014;
NOW THEREFORE , on motion of all, duly seconded, be it.

SETTING THE DATE OF THE BARANGAY FLAG CEREMONY OF LOWER QUIRINO HILL BARANGAY, BAGUIO CITY.
WHEREAS, the Sangguniang Barangay approved that the Regular Flag Ceremony be held on every First Tuesday of the Month from 8:00 o’clock onwards at the Barangay Hall Grounds;
WHEREAS, said flag ceremony shall be attended by all members of the barangay council including all appointed officials of the barangay and by Day Care pupils;
WHEREAS, it shall be considered as a barangay activity thus governed by the Internal Rules of Procedures of the Barangay Council;
NOW THEREFORE , on motion of all, duly seconded, be it.

AUTHORIZING AND ALLOWING THE CONDUCT AND FUND RAISING ACTIVITY THROUGH WRITTEN SOLICITATION FOR THE REHABILITATION OF BARANGAY HALL BASEMENT OF LOWER QUIRINO HILL BARANGAY, BAGUIO CITY.
WHEREAS, by virtue of the powers, duties and functions of the Sangguniang Barangay as embodied in Republic Act No. 7160, otherwise known as the Local Government Code of 1991 specially in paragraph 11, Section 391 of Article 1, Book III, thereof wherein barangay are allowed to conduct fund raising programs;
WHEREAS, the Barangay Hall Basement of the Lower Quirino Hill has been identified as site for the Livelihood Center of Lower Quirino Hill Barangay which was initially funded as the counterpart of the Barangay in the livelihood project of the Cordillera Brotherhood Transport Group, Inc. to be funded by the Department of Labor and Employment;
WHEREAS, said site has not been developed due to lack of funding so the barangay resolved of soliciting for financial assistance to be able to fund the purchase of the construction materials;
NOW THEREFORE , on motion of all, duly seconded, be it.

RESPECTFULLY REQUESTING THE BENGUET ELECTRIC COOPERATIVE THROUGH ITS BOARD PRESIDENT, DIRECTOR PETER B. BUSAING, TO DEFRAY THE COST OF THE RELOCATION OF A PRIMARY ELECTRIC POLE LOCATED AT THE SITE OF THE PROPOSED MULTI-PURPOSE HALL OF LOWER QUIRINO HILL BARANGAY, BAGUIO CITY.
WHEREAS, on April 14, 2014, by virtue of City Ordinance Numbered 20, Series of 2014, Lower Quirino Hill was granted an amount of Three Million Pesos (Php 3,000,000.00) for the construction of a Multi-Purpose Hall of Lower Quirino Hill ;
WHEREAS, said funding was already forwarded to the City Buildings and Architecture Office for the creation of the programs of work;
WHEREAS, based on the inspection of said office, it found out that it cannot undertake the project since a BENECO high tension wire is just above the said area, thus, a pole relocation is necassary;
WHEREAS, the barangay requested a relocation of said pole from BENECO but the cooperative can only act on the barangay request upon paying of the amount of Php 22,984.03 representing the labor and other incidental costs;
WHEREAS, the barangay having a very limited budget, cannot fund the relocation of said pole, thus, it respectfully appeal to the BENECO through the President of its Board of Directors to assist in the costs of the pole relocation;
NOW THEREFORE , on motion of all, duly seconded, be it.

WHEREAS, on November 5, 1992, then President Fidel V. Ramos signed Presidential Proclamation Numbered 93, Series 1992 establishing the Buyog Watershed Reserve located adjacent to Lower Quirino Hill barangay ;
WHEREAS, portion of said Watershed Reserve Proclamation is a residential area inhabited by residents of Lower Quirino Hill as early as 1969;
WHEREAS, before the issuance of said proclamation, residents living in the said area were not informed of said presidential proclamation, as there were no actual survey and no information drive were conducted by the authorities concerned;
WHEREAS, the issuance of the Certification that the lot occupants included in the proclamation has no pending application for judicial titling to be issued by the Regional Trial Court of Baguio is a requirement and attachment in the petition for segregation from the watershed reservation which will be submitted to His Excellency President Benigno S. Aquino III;
WHEREAS, a list of the Complete Names of the Occupants is made part of this resolution for reference;

WHEREAS, for the longest since discovery and upon learning such proclamation, there were attempts to create petitions for segregation from said watershed reservation it did not prosper due to inaction of former government agent who promised to undertake the segregation of said lots;
WHEREAS, it is only now that the Honorable Councilor Leandro B. Yañgot, current SangguniangPanlungsod Chairperson of the Committee on Urban Planning, Lands and Housing expressed his willingness to assist in the segregation of affected lots which were included in the Buyog Watershed Proclamation;

REALIGNING THE FUNDING FROM THE CITY GOVERNMENT OF BAGUIO FROM THE CONSTRUCTION OF RIPRAP WALL NEAR TABOR’S RESIDENCE LOCATED ALONG TABORA STREET TO THE REHABILITATION DRAINAGE CANAL BETWEEN LIZARDO, DOMINGUEZ AND MONES RESIDENCES AMOUNTING TO TWO HUNDRED THOUSAND PESOS (Php 200,000.00).
WHEREAS, the Lower Quirino Hill Barangay has an existing funding from the 2012 Local Development Fund of the City of Baguio funded under the Local Development Fund of Hon. Nicasio M. Aliping, Jr., then Councilor of Baguio for the Construction of Riprap Wall near Tabor’s Residence located along Tabora Street in the amount of Two Hundred Thousand Pesos (Php 200,000.00);
WHEREAS, based on the inspection of the City Engineering Office, said appropriation cannot be implemented since the identified property is within a private property;
WHEREAS, the barangay see the rehabilitation of drainage canal between Lizardo, Dominguez and Mones residences as a priority as said existing drainage canal is already in a deteriorating state due to large impact of water and in danger of collapsing especially this coming rainy season;
NOW THEREFORE , on motion of all, duly seconded, be it.

RESPECTFULLY REQUESTING THE HONORABLE NICASIO M. ALIPING, JR., REPRESENTATIVE OF THE LONE DISTRICT OF BAGUIO TO LOBBY TO THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH) FOR THE FUNDING OF THE COVERING OF THE LOWER QUIRINO HILL BASKETBALL COURT .
WHEREAS, the Lower Quirino Hill Barangay has an existing basketball court which was constructed sometime 1980’s from the bayanihan effort of pioneer families and concerned citizens of the barangay ;
WHEREAS, the Lower Quirino Hill Barangay basketball court has been the area for all barangay activities like sports tournaments, fiesta and others ;
WHEREAS, as it is an open basketball court, the said court cannot be used during rainy seasons and there is a need to put up tents and parachutes whenever it is used for barangay activities ;
WHEREAS, for the longest time, it has been the request of the past and present officials of Lower Quirino Hill to the City Government of Baguio and past Representatives of the House to fund said project but due to budget limitations and some constraints, the project did not push through;

WHEREAS, according to the DENR in its letter to the Lower Quirino Hill Punong Barangay, it finds no cause to hold in abeyance the application of Mrs. Malapit as subject of the barangay claim was declared as property of the former way back 1989;
WHEREAS, the matter being technical and legal in nature, the Sanggunian decides to seek for the intervention of the City Mayor through the City Legal Officer for us to be carefully informed on the processes that the barangay will undertake in its petition;

WHEREAS, the Lower Quirino Hill Barangay has an existing funding from the 2012 Local Development Fund of the City of Baguio funded under the Local Development Fund of the Hon. Betty Lourdes F. Tabanda for the Construction of Senior Citizen Building in the amount of One Hundred Thousand Pesos (Php 100,000.00);
WHEREAS, the City Government of Baguio approved Ordinance 20, Series of 2014 funding the Construction of a Barangay Multi-Purpose Hall of Lower Quirino Hill which would include a floor for the Senior Citizen’s Office;
WHEREAS, as there is already a budget for such, the Sangguniang Barangay of Lower Quirino Hill see the Rehabilitation of Day Care Center as next in its list priority in terms of the Rehabilitation of Barangay buildings;
WHEREAS, the barangay Day Care Center was constructed sometime in 1986 and has never been improved due to lack of funding. It has also faced dilapidation and can cause possible danger due to its old-age electrical wiring;
WHEREAS, to make a more conducive area of learning for Day Care children and maintain their safety during their stay in the said center, there is a need to rehabilitate the said building;

WHEREAS, for the past five (5) months since the creation of the new peace and order council, the barangay tanods maintained a zero-crime status of this barangay;
WHEREAS, in some instances, during their time of duty, the barangay tanods are not properly identified and respected by constituents and the police force because they do not have the proper uniform;
WHEREAS, uniforms and handcuffs are needed by the tanods for the effective execution of their functions in the barangay however, such materials are not included in the barangay budget for 2014 as the budget is limited so the barangay is resorting to soliciting from caring individuals;

WHEREAS, there exist a dead pine tree situated near the residence of Trinidad Duran located at No, 63, Purok 2, of this barangay, which is very possible to collapse anytime and endangers the life and property of residents nearby;
WHEREAS, for the longest time, it has been the request of the barangay to cut the said dead pine to the Department of Environment and Natural Resources, the Community Environment and Natural Resources Office but such was not acted upon on the ground that said pine tree is located at the adjacent Buyog watershed;
WHEREAS, there is a need to immediately cut the dead tree as it imposes imminent danger to persons and property especially this coming rainy season;

WHEREAS, water is a basic and universal need for humanity and every human needs it;
WHEREAS, the barangay hall of Lower Quirino Hill has no existing water tank ans such is needed for water storage exclusively for the use of the barangay officials, workers and other volunteers including visitors;
WHEREAS, the City Government of Baguio has previously appropriated the following:

REQUESTING THE BENGUET ELECTRIC COOPERATIVE (BENECO) TO FIX, REPAIR AND RELOCATE SOME OF THEIR ELECTRIC POSTS INSTALLED WITHIN THE BARANGAY PREMISES.
WHEREAS, it has been observed that the posts installed by the telecommunication networks and power utility BENECO have been posing danger to our constituents as it was not installed in a safe area and / or due to moving of the soil where said posts are located;
WHEREAS, the site of the future Barangay Multi-Purpose Hall has also been an eye-sore for the barangay since posts mostly from BENECO are installed and might be an obstruction for the construction of said building;
WHEREAS, there is a need to fix, repair and relocate the said posts including the fixing of sagging wires to once and for all settle the problems arising and those which might arise from such;

JOINING THE BARANGAY MUTUAL AID ASSISTANCE FUND (BMAAF) OF THE LIGA NG MGA BARANGAY – BAGUIO CITY CHAPTER.
WHEREAS, the Liga ng mga Barangay – Baguio City Chapter have established a program known as Barangay Mutual Aid Assistance Fund (BMAAF) with the purpose of providing support and assistance to the bereaved family of a Barangay Official who passes away during his/her incumbency;
WHEREAS, considering that the program is useful and serving its purpose, the ABC/Liga ng mga Barangay – Baguio City Chapter agreed that the said program must be continued;
WHEREAS, it has also been agreed by the body that aside from the Punong Barangay, Barangay Kagawads, Barangay Secretary, Barangay Treasurer, Barangay Tanods and other interested appointed officers of the barangays are also included, however on voluntary basis;

RESOLVED, as it is hereby RESOLVED, that the Barangay Council in its desire to be a part of this undertaking hereby approve the establishment of its own Barangay Mutual Aid Assistance Fund and the following Barangay Council Members and other barangay officials, with their specimen signatures hereby manifested its desire to join the said program, to wit:
RESOLVED FURTHER, to approve that amount Twenty Five Pesos (Php 25.00) to be collected from the individual Barangay Official’s personal fund shall be deposited under an account separate and distinct from the Barangay.
RESOLVED FURTHERMORE, that the Barangay Treasurer is hereby authorized to collect said amount from the individual official and shall remit whatever amount collected to the Liga ng mga Barangay Office subject to proper accounting and auditing procedures.

REQUESTING THE PHILIPPINE LONG DISTANCE TELEPHONE COMPANY (PLDT) AND ALL ITS SUBSIDIARIES OPERATING WITHIN LOWER QUIRINO HILL BARANGAY TO FIX, REPAIR AND RELOCATE SOME OF THE POSTS INCLUDING THE DIFFERENT TELEPHONE AND INTERNET LINES CONNECTED IN THE BARANGAY PREMISES.
WHEREAS, it has been observed that the posts installed by the telecommunication networks including the Philippine Long Distance Telephone Company (PLDT) have been posing danger to our constituents as it was not installed in a safe area and / or due to moving of the soil where said posts are located;
WHEREAS, the Lower Quirino Hill Barangay council also, with oral complaints from residents are having problems with safety of its constituents for the sagging of unfixed wires of said telecommunication networks located in the barangay;
WHEREAS, the site of the future Barangay Multi-Purpose Hall has also been an eye-sore for the barangay since several posts mostly from PLDT are installed and might be an obstruction for the construction of said building;
WHEREAS, there is a need to fix, repair and relocate the said posts including the fixing of sagging telephone wires to once and for all settle the problems arising and those which might arise from such;
WHEREAS, the barangay council resolved that in case of failure to conduct such repairs, the barangay will have no recourse but to prohibit the telecommunication firms to further install services they provide within its area of jurisdiction of the barangay;
NOW THEREFORE, on motion of all, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to request the Philippine Long Distance Telephone Company (PLDT) and all its subsidiaries operating within Lower Quirino Hill Barangay to fix, repair and relocate some of the posts including the different telephone and internet lines connected in the barangay premises.

WHEREAS, the City Engineering Office and the Lower Quirino Hill Barangay is currently maintaining 160-Watt streetlights of Lower Quirino Hill barangay;
WHEREAS, in the inventory of streetlights of this barangay, there are fourteen (14) 160-watt streetlights;
WHEREAS, as observed by the barangay officials, most of the 160-watt streetlights are installed on gooseneck fixtures are more susceptible to busting as the bulb is open especially during rainy season;
WHEREAS, Cobra-type High Pressured Sodium fixture light bulbs are closed as it is protected by glass and plastic thus giving the light bulb longer life;
WHEREAS, the 70-watt Cobra-type High Pressured Sodium fixture light bulbs are being maintained by the Benguet Electric Cooperative, while gooseneck lamps are under the maintenance of the City and Barangay;
WHEREAS, the City can save more and can accommodate more additional lighting in Lower Quirino Hill barangay if in case the city government will approve and endorse the downgrading of said lights;
WHEREAS, for convenience, faster and for easier replacement of said light bulbs in case of busting and other problems relating thereto, the barangay can easily call the Benguet Electric Cooperative at anytime for the fixing of said streetlights;

WHEREAS, the said title of the barangay development project title is not included in the 2010 – 2013 Barangay Annual Investment Plan thus, there is a need to change title to prioritize those specifically enumerated under the Annual Investment Plan, under the Barangay Development Plan 2010 – 2013;
WHEREAS, under the Annual Investment Plan, the Rehabilitation of Buildings, Alleys, and Roads were listed priority as they need more attention for rehabilitation and improvement than the above-mentioned project;
WHEREAS, the barangay council sees that the construction of a multipurpose hall is the most priority project that the barangay should undertake to cater offices for the Peace and Order Council, Senior Citizens Association, Women’s Association and function hall;
WHEREAS, the area for the construction of said multipurpose hall has already been identified by the barangay council;
NOW THEREFORE, on motion of all, duly seconded, be it.

WHEREAS, based on the Memorandum of Agreement of the City Government of Baguio and the Benguet Electric Cooperative (BENECO), the cooperative is responsible for the maintenance of barangay streetlights of Seventy (70) Watts and Two-Fifty (250) Watts;
WHEREAS, in Lower Quirino Hill Barangay, FIFTEEN (15) Streetlights are 150 Watts which the Benguet Electric Cooperative cannot maintain and in case of light bulb busting, it cannot replace bulbs;
WHEREAS, for convenience, faster and for easier replacement of said light bulbs in case of busting and other problems relating thereto, the barangay can easily call the cooperative at anytime for the fixing of said streetlights;
WHEREAS, the barangay officials conducted an inspection of the said streetlights together with the cooperative maintenance team on January 3 of this year and resolved that Seventy (70) Watts lights are already sufficient to replace 150 Watt lights and the more that the city government will save as it will result to lesser energy consumption;
NOW THEREFORE, on motion of all, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to request the City Government of Baguio for their endorsement for the conversion of Fifteen (15) Streelights of Lower Quirino Hill Barangay from One-Fifty (150) Watts to Seventy (70) Watts.

TO PETITION THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) TO HOLD IN ABEYANCEMSA-131102-2244 AND CANCEL RS-CAR-000059 ISSUED IN FAVOR OF MRS. REMEDIOS MALAPIT WHICH CLAIMED A PORTION OF BARANGAY ALLEY 10 UNDER SWO-CAR 000716, LOWER QUIRINO HILL, BAGUIO CITY.
WHEREAS, based on the approved final survey, approved on June 7, 2007 of Lower Quirino Hill Barangay as reflected in SWO CAR 000716, Block 4,Lot 7 registered in the name of Mrs. Remedios Malapit was surveyed with a total land area of two hundred eighty (280s.q.m) square meters, beside said lot is a barangay alley numbered 10;
WHEREAS, on May 25, 2010, Mrs. Malapit requested a re-survey of her property through RS-CAR000059 which was resurveyed and approved on said date without the information of the barangay officials;
WHEREAS, under the said re-survey, Mrs. Malapit’s property land area was amended and was increased to three hundred square meters (300sq.m.) claiming a portion of the existing barangay alley 10 as reflected in the approved final survey;
WHEREAS, the said amendment had closed the alley and on which improvements were done blocking the public use of the said barangay alley;
WHEREAS, it was only recently that the barangay was informed of the said approved resurvey of Mrs. Malapit and that on prompt action to reclaim the said barangay alley, the barangay council resolved to request for the holding in abeyance of the award of title and the cancellation of the amendment to the survey;
NOW THEREFORE, on motion of all, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to petition the Department of Environment and Natural Resources (DENR), to hold in abeyance MSA-131102-2244 until such time that issues to such have been resolved and Cancel RS-CAR – 000059 issued in favor of Mrs. RemediosMalapit which claimed portion of Barangay Alley 10 under SWO-CAR 000716, Lower Quirino Hill, Baguio City.
